Abstract The 305 m Arecibo telescope was used to measure H I spectra at 4 arcmin angular resolution between galactic latitude b = -3 deg to 3 deg at 24 longitudes in the range l = 31.67-64.16 deg. Most longitudes were also observed with 11 arcmin resolution using the Green Bank 91 m telescope, and a few were observed at 21 arcmin resolution using the Green Bank 43 m telescope. The highest resolution spectra show numerous self-absorption features that arise in cool H I clouds. The mean free path between self-absorption features is less than 0.7 kpc near the plane. A catalog of 177 well-defined clouds detected in the Arecibo data is presented. The geometry of self-absorption makes it possible to resolve the distance ambiguity to the clouds. The mean length of a chord drawn randomly through one of these clouds is 13.4 pc; the median chord is 11 pc. The Arecibo survey is presented as a set of contour maps in v - b coordinates.
