ResumoAbstract This paper explores the functioning of political propaganda during the Brabant Revolution, that is, during Belgium's contribution to the ‘Age of the Democratic Revolution’. More in particular, it examines the differences between royalist and patriot propaganda. Detailed reference to the political dialogue pamphlets of the time allows for the reconstruction of the first instance of (cultural) nation-building in Belgian history. In more general terms, the paper hopes to contribute to the argument for an historic and developmental approach to the study of nation, with particular attention for its multi-faceted and (potential) emancipatory functionality. From the time before the Little Brabant Revolution, there are two documents which refer to legal precedents, in particular, with reference to Belgian ecclesiastical authority: the edict on the restriction of fairs and the ordinance on the reform of the General Audit (Verhaegen, Recueil, Vol. 12, 48–50, 311, 470, 601). Considering the amount of legislation issued between 1780 and 1786, these are clearly isolated instances which moreover do not include any of the more controversial reforms Joseph imposed on the Netherlands. For this period, I also have not found any reference to the constitution in support of government policy in Joseph's private letters. It follows that the constitution did not feature in any significant way in Joseph's political thought or action.
