Evaluation of the Profamilia Rural Family Planning Program

ResumoIn July 1973 an evaluation of the Profamilia Rural Family Planning Program in Colombia was undertaken. Included among the evaluations primary purposes were the following: 1) to estimate the continuation rates contraceptive failure and the incidence of oral contraceptive (OC) side effects; 2) to draw a socioeconomic-demographic profile of acceptors; 3) to estimate the proportion of eligible women participating in the program; 4) to determine program costs per acceptor and per couple year of protection; and 5) to assess the impact of 4 experimental aspects of the program. The program was evaluated on the basis of data from the 2 states of Risaralda and Caldas only. In the 15 counties in Risaralda and Caldas in which the rural Profamilia program is active and for which data are available there are a total of 951 rural communities veredas. In August 1973 the cutoff point for the evaluation study about 6700 women had used the programs services in Risaralda and Caldas. The following were among the evaluations findings: 1) the failure rate per 100 woman years of exposure was calculated as 3.24 but for OC users only the failure rate is 2.71/100 women; 2) 3 different continuation rates were calculated - the cumulative continuation rates/100 acceptors the all contraception lowest estimate were 72.2 at 1 month 56.4 at 12 months and 49.6 at 18 months; 3) acceptors in the rural program in Risaralda and Caldas have an average of 4.1 living children have an average monthly family income of about $31 and slightly more than 50% of the women were using a contraceptive method at the time of the interview; 4) more than 96% of rural program users were taking OCs; 5) between 16 and 21% of the eligible population in the rural communities were using the program; 6) the budget for 1973 was estimated to be $29778 and the cost per new acceptor is $6.28; and 7) the rural Profamilia program is well run and its achievements are impressive.
