ResumoIt is argued that the existence of a 17 keV neutrino reported in recent beta decay experiments, along with the MSW resolution of the solar neutrino puzzle, may be indicating a spontaneously broken global Le − Lμ + Lτ symmetry within the see-saw picture for neutrino masses. The simplest realization of this idea requires SU (2)L × SU (2)R × U (1)B − L gauge symmetry with a low scale for the right-handed W's and a radiative mechanism for neutrino Dirac masses.
