Abstract The central theme of the address is the circulation of electricity through the atmosphere. Clouds from which precipitation is falling act as generators of electricity. Recent worli by Sir George Simpson and Mr. F. J. Scrase supports the view that the separation of positive and negative electricity is mainly due to the impact of snow particles in the upper parts of the clouds. The snow particles carry negative electricity downwards and a current of positive electricity flows upwards to the “Heaviside layer” to come down again in distant places where fine weather happens to prevail.
