Regionalism in Moldova: The Case of Transnistria and Gagauzia

ResumoThis chapter demonstrates how differently the demands of Transnistria and Gagauzia have been managed by the Moldovan centre. The Moldovan government has successfully resolved its other major regional conflict with Gagauzia, Transnistria has been an intractable problem. Some Organization for Security and Co-operation in Europe (OSCE) mission heads have been considered too supportive of either Moldova or Transnistria and not viewed as impartial. While Moldova and Transnistria both owe debts to Gazprom, it is unclear how to settle the accounts. OSCE Chairwoman, Benita Ferrero-Walder, stated in a visit to Moldova immediately after the parliament's decision that she did not believe that the introduction of a parliamentary regime would have any negative impact on negotiations with Transnistria. After the formation of the Transnistrian Moldovan Soviet Socialist Republic in September 1990, the conflict between Chisinau and Tiraspol quickly accelerated. Hundreds of students from Transnistria study at Moldova State University and the Free and Independent University of Moldova.
