Certainly, the Danish atomic physicist N. Bohr, working on the American–British bomb project, already during the Second World War had launched a theory of the threat of atomic weapons creating unique possibilities for enduring international cooperation. In his approach, however, this negative incentive was complemented by the promise of universal welfare by the release of atomic energy for peaceful purposes and embedded in a general concept of international intercourse and measures designed to build up mutual confidence between nations (cf. N. Bohr, Open Letter to the United Nations: June 9th 1950 (Copenhagen, 1950)). In contrast, in the parliamentary debate referred to here the horror of the self‐destruction of mankind stands isolated as a motivation for the necessity of international cooperation.
