ResumoThe organizational process of the Brazilian National Health System has implemented strategic changes in its financing and management as well as in the health care services.In this context, the debate on the municipalization of the system management and on alternative assistance models is extremely important.The objective of this article is to present a theoretical and methodological systematization of the health surveillance concept, in order to contribute to the reorganization process in health practice at the municipal level.The text emphasizes the use of epidemiology and social sciences in the analysis of the population´s health situation and in the planning and organization of activities to confront specific problems in defined areas.Emphasis is given to intersectorial and sectorial actions in health promotion, disease prevention, and medical assistance at ambulatory and hospital levels.
