Resumo

ON TUESDAY 8th April 2003, Luiz Inacio Lula da Silva, President of Brazil, spoke at the inaugural ceremony to launch the Programme for Land Tenure Legalization on Public Land in the city of Sao Paulo, Brazil. This was a landmark event in Sao Paulo history – after 30 years of organized struggle, tenure in 160 illegal settlements was being legalized, and evictions were being halted. Below are extracts from his speech and also from the speeches of community organizers, staff from municipal and federal government and the Mayor of Sao Paulo.
