Resumo: O movimento por justica ambiental surge, na decada de 80, da fusao de direitos civis com preocupacoes ambientais. Assim, ate entao, em diversos conflitos, nao se reconhecia, relacionado as questoes sociais, a existencia de um discurso ambientalista. Com a emergencia deste e sua propagacao, inclusive internacional, politizaram-se as questoes do racismo e das desigualdades ambientais. Ao mesmo tempo, a teoria do desenvolvimento sustentavel expandiu-se e se fortaleceu; contudo, muito centrada na racionalidade economica, na pratica, ela acabou por desconsiderar a distribuicao desigual dos custos ecologicos e a marginalizacao social. Entende-se que para o enfrentamento da policrise na modernidade, deve-se promover a justica ambiental e o desenvolvimento sustentavel, os quais, na atualidade, tem conflitado entre si. Nesse sentido, este artigo, atraves do metodo de abordagem indutivo, objetiva analisa-los como fundamentos da governanca da agua, ressaltando a necessidade de interlocucao entre eles e o movimento por justica hidrica, em especial no Brasil. Abstract: The movement for environmental justice arises in the 80s, of the fusion of civil rights with environmental concerns. So, until then, several conflicts, not recognized, related to social issues, the existence of an environmental discourse. With the emergence of this and its propagation, including international, politicized the issues of racism and environmental inequality. At the same time, the theory of sustainable development has expanded and strengthened; however, very focused on economic rationality, in practice, it turned out to disregard the unequal distribution of environmental costs and the social marginalization. To confront the crisis in modernity, should promote environmental justice and sustainable development, which, in actuality, have conflicted with each other. In this sense, this article, through the method of inductive approach, aims to analyze them as grounds of water governance, emphasizing the dialogue between them and the movement for water justice, especially in Brazil.
