Family Court ReviewVolume 12, Issue 2 p. 3-5 WHOSE RESPONSIBILITY: PREVENTION OF FAMILY BREAKDOWN James A. Hayes, James A. Hayes Supervisor James A. Hayes of the Los Angeles County Board of Supervisors presented this paper at the Regional Conference of Conciliation Courts on November 15, 1974, at the Beverly Hilton Hotel, Beverly Hills, California. Prior to becoming a Supervisor in August, 1972, Mr. Hayes served as an Assemblyman in the California State Legislature and authored two bills that were “firsts” in the history of this nation; namely, California's “no-fault” divorce law and AB 402 (now CC 4101), that empowers Superior Courts in California to require premarital counseling of minor couples applying for a marriage license. Both laws went into effect in 1970, and have received international attention. Mr. Hayes was an attorney in private practice for 25 years and is a native Californian, whose distinguished career has been characterized by creative involvement with social problems that require correction and change.Search for more papers by this author James A.
