Resumo

The rise of public use in rural areas is a growing component of rural-urban relations. Disputes multiply, not only in the relationship between tourism development and conservation, but also in dealing with rustic owners, public and private, who tend to organize and present their claims in the planning and management of the territories involved. This paper studies, as an example, an owner of exception, the Association of the 150 Municipalities of the Land of Soria / City of Soria, that has had to cope with the change of function led by the increased public use in its mountains.
