This article is the result of a participatory research for two years in San Diego, municipality of Samana - Caldas, as the Laureate degree work of Environmental Management program, oriented to claim public management from the community management as local alternative to rural development. For this purpose it was necessary to take the Environment as a social right, and four theoretical, methodological and administrative references --- Rural Territory, Concept of Situation, Environmental Problematic, Strategic Situation Planning (PES)---, consistent with a of the most dramatic scenarios of what has been Colombia's conflict and social vulnerability.
