Switching-off Analogue Terrestrial Television Signals: a Plea for User-Oriented Strategies

This paper is a reflection of the research that has been carried out in preparation for the analogue switch-off in Flanders (Belgium). The European Commission has urged all Member States to switchover from analogue to digital terrestrial television by 2012. The Flemish Government has decided to start the migration process before this date. In this article we pay attention to the switch-off plans and strategies in Europe and we assess the implications of the digital switchover. Although there is only a minority of antenna viewers in the Benelux, the experience of the switch-off in The Netherlands shows that a well-developed information campaign should be an essential part of the analogue switch-off strategy. In order to prepare this strategy, the Flemish Government was eager to gain a thorough insight into the present users of analogue terrestrial television. This article reports on the research that has been conducted into the needs and expectations of current antenna viewers, in preparation for the analogue switch-off strategy that will be set up by the government. Migracao de sinal televisivo analogico para digital: um apelo a estrategias orientadas para os utilizadores Este artigo constitui um reflexo da investigacao conduzida no âmbito da preparacao da substituicao da televisao analogica por televisao digital na Flandres (Belgica), exigida pela Comissao Europeia a todos os Estados-Membros ate 2012, e iniciado antes da data pelo Governo deste territorio. Focados neste artigo sao os planos e estrategias, bem como as suas implicacoes. Ainda que exista apenas uma minoria de utilizadores de antenas na Benelux, a experiencia de migracao de sinal analogico para digital na Holanda revela que uma campanha bem conduzida de informacao constitui uma componente estrategica essencial, para cuja materializacao o Governo da Flandres necessitava de uma abordagem aos utilizadores de sinal analogico. Este artigo insere-se, pois, na linha da pesquisa relativa as necessidades e expectativas destes utilizadores.
