Resumo

O artigo trata da dinâmica das relacoes civis-militares no governo Lula, procurando entender as diferentes gestoes no Ministerio da Defesa. A hipotese central e que o presidente Lula teria deixado as questoes de defesa para um segundo plano, nao fosse a intervencao de fatores imprevistos. Palavras-chave: Politica de Defesa; militares; politica militar. Abstract The article deals with the dynamics of the relationship between civil and military personnel in Lula’s Government, aiming at understanding the different administrations of the Ministry of Defense. The central hypothesis is that non-anticipated factors gave prominence to the defense issues, which otherwise would be a secondary matter in President Lula’s agenda.
