A busca de alternativas de crescimento economico em momentos restritivos da economia nacional e internacional tem sido uma preocupacao marcante nos ultimos anos. Aposta-se na busca de um novo padrao de crescimento economico para Estados e municipios que poderao se beneficiar das experiencias historicas da regiao de desenvolvimento que vem sendo denominada de Arco Alpino, cujas principais areas tem apresentado os melhores resultados de crescimento do PIB per capita e das taxas de emprego entre as macrorregioes europeias. Trata-se de um grupo de empresas altamente concentradas do ponto de vista geografico, que trabalham direta ou indiretamente, para o mesmo mercado final; que compartilham valores e conhecimentos tao importantes que definem um ambiente cultural; e que sao especificamente interligados num mix de competicao e cooperacao. E o que a literatura tem denominado de Clusters. A existencia dos chamados clusters parece ser o estagio mais avancado de um desenvolvimento produtivo que tem aparecido na literatura seguindo uma “ordem” percebida de forma relativamente clara, qual seja: uma aglomeracao especializada; um arranjo produtivo local; um sistema local de producao e, finalmente, um cluster. O objetivo do estudo e tentar entender objetivamente os conceitos principais a cada uma das fases supracitadas. Num segundo momento, fazer uma breve revisao quanto aos aspectos metodologicos envolvidos no presente tema, tendo em vista a pretensao de realizarmos uma tentativa de identificacao de clusters industriais na industria de transformacao da regiao sul. A questao central e: os aglomerados industriais do sul do Brasil podem ser classificados como clusters? Em que divisoes eles se concentram? Em que municipios eles estao localizados? PRODUCTIVE AGGLOMERATION OR INDUSTRIAL CLUSTERS IN THE SOUTH REGION INDUSTRY OF TRANSFORMATION? ABSTRACT The seek of alternatives to the economic growth, in specifics moments from the national and international economy, has been a present concerning during the last years. It’s trying to find a new standard of economic growth in the states and cities which can receive benefits from the historical experiences of the region of developing that is called Arco Alpino, which the main areas have showed the best results of the PIB and the job taxes between the Europe macro regions. It’s related to a group of companies located in a small space in the geographic point of view, that work direct or indirectly, to the same final market, that share values and knowledge so important who defines a cultural environment; and they are specifically interconnected in a mix of competition and cooperation. This is an example what some books call clusters. The existence of these clusters seem to be the highest level of productive development which has appeared in books following an “order” perceived in a kind of clear way, that is: an specialized agglomeration; a local productive arrange; a productive local system, and finally, a cluster. The objective of this study is try to understand the principles concepts of each one of the phases mentioned before. In a second moment, to make a brief review of the methodological aspects involved in the present theme, having as a point of view accomplish an attempt of identifying the industry clusters in the south region industry of transformation. The principle matter is: Can the agglomeration industry of Brazil be classified as clusters? In which section are they? In which cities are they located?
