These events took place at a time when France was undergoing a crisis of exceptional gravity. On 17th April, the National Assembly, called together in special session to examine the results of the Anglo-American « good offices » mission's attempts to restore Franco-Tunisian relations, had overthrown the Cabinet of M. Felix Gaillard. The attempts made in Paris to form a new government encountered obstacles difficult to overcome in the current parliamentary situation : the ministerial crisis developed into a major government crisis and after the resignation of the Pflimlin Cabinet appointed on 14th May M. Rene Coty, President of the Republic, called in General de Gaulle as President of the Council. Invested on 1st June by 329 votes to 224, the new Head of Government was voted full powers and a law was passed (1) authorising the government to prepare a draft Constitution, the adoption of which would be considered at a referendum. One of the five principles which the constitutional reform was to bring about was defined as follows : « The Constitution should permit the organisation of the relations between the Republic and the peoples with which it is associated ».
