ResumoD uring the last quarter of the 18th century, the founders of the new republican governments in America created a political system that they believed would institute a new order of the ages-novus ordo seclorum. This motto-inscribed upon the Great Seal of the United Statessymbolizes the set of political principles and institutions which the founders hoped would implement and safeguard democratic self-government. From the perspective of history, therefore, the development of American public administration has been a process of adapting the theories and practices implicit in this new political order to the radically changing circumstances of American life.'
