Taft was criticized severely for the extent and duration of his travels. Despite hostile jibs by newspaper editors and politicians, the President maintained a dignified silence. However, he would have been justified in explaining that he acquired the habit as Governor General of the Philippine Islands and as Secretary of War in the Theodore Roosevelt Administration. During the years between 1900 and 1908-with voyages to the Philippines, to the Vatican in Rome, to Panama, to Cuba and to Japan, with extended travels in China, Manchuria and Russia and with tours of the United States-Taft had rolled up a grand total of more than 100,000 miles.1 This article deals with his visit to Russia in the year 1907. In the Fall of 1907, Secretary of War Taft went on a world tour as part of his apprenticeship in foreign affairs and build-up for the Presidency. Due to the excessive speculation and anxiety about his travels, the Secretary had agreed not to visit France, Germany and Great Britain.2 Writing to his older brother, Charles, on November 13, 1907, Taft noted that President Theodore Roosevelt seemed to fear public criticism of his going about to visit Kings and that Secretary of State Elihu Root,
