ResumoLevels of $^{128}\mathrm{Xe}$ populated by the decays of ${1}^{+}$ $^{128}\mathrm{Cs}$ and ${1}^{+}$ $^{128}\mathrm{I}$ were studied by $\ensuremath{\gamma}\ensuremath{\gamma}$ angular correlations and Compton-suppressed $\ensuremath{\gamma}$-ray spectroscopy. ${0}^{+}$ states were established in $^{128}\mathrm{Xe}$ at 1582 and 2598 keV. Experimental branching ratios were compared with those calculated from a fit to the levels of $^{128}\mathrm{Xe}$ and $^{130}\mathrm{Xe}$ by an interacting boson approximation.RADIOACTIVITY $^{128}\mathrm{Cs}$ [from $^{133}\mathrm{Cs}$($d$,$7n$)$^{128}\mathrm{Ba}$ decay], and $^{128}\mathrm{I}$ [from $^{127}\mathrm{I}$($n$,$\ensuremath{\gamma}$)]; measured ${E}_{\ensuremath{\gamma}}$, ${I}_{\ensuremath{\gamma}}$, $\ensuremath{\gamma}\ensuremath{\gamma}(\ensuremath{\theta})$; deduced ${A}_{22}$, ${A}_{44}$, $^{128}\mathrm{Xe}$ deduced levels, $J$, $\ensuremath{\pi}$, $log\mathrm{ft}$. Ge(Li) detectors, Compton suppression.
