Resumoof history is that you can never tell whether people will learn or fail to learn from experience. Lessons learned or the irresistible pressure of events has speeded the preparation of incoming presidents, enlarged areas of cooperation between new and old administrations, and cut the lame duck period during which decisions necessarily fall between them. Many problems of transition, however, remain unchanged.
