Television broadcasting is a remarkable enterprise that has moved a long way from its beginnings in the pioneering work of the 1920s and 1930s, and that has today become the major informational and cultural influence in the world, without any doubt. In essence, it may be considered as a beneficial partnership of: • The makers of programs — the writers, artists, newsgatherers, and editors who pour out their creative talents to tell the story in pictures and sound • The broadcasters, or program providers, who assemble the stream of entertainment, commercials, news, sports etc., always trying to meet the needs of their target audience • The distributors, who deliver the programs to the home over the air, over cable, over satellite, or simply over the counter • The viewers, of varying tastes and cultures, with differing needs for entertainment, information, and enlightenment • The makers of receivers and other consumer devices and the manufacturers of studio and transmission equipment, many of them represented here at IBC
