A perspectiva de que o problema das diferencas e da complexidade do territorio resulta da disponibilidade e da qualidade das suas instituicoes define um campo de investigacao geografica sobre a natureza dos processos que presidem o exercicio da cidadania. Este nos remete ao problema das instituicoes e da sua territorialidade como ponto de partida conceitual. Com este foco, discutimos a possibilidade de articular os processos historicos de ocupacao do territorio nordestino, os atores sociais e as instituicoes moldados por este processo, com alguns vetores recentes de transformacao. O objetivo do trabalho e trazer a discussao, a partir da problematizacao das diferencas entre ;;novos;; e ;;velhos;; atores e instituicoes na Regiao Nordeste, o problema da territorialidade da cidadania no Pais, incorporando-a como questao espacial que pode ser trabalhada pela geografia. ABSTRACT The perspective that the problem of differences and the complexity of territory results from the availability and from the quality of the institutions defines a field of geographical research about the nature of the processes that rule the exercise of citizenship. This brings us to the problem of institutions and its territoriality as a conceptual approach. With such a focus, we discuss the possibility of connecting the historical processes of occupation of the northeastern territory, the social actors and the institutions shaped by this process, with some recent vectors of transformation. The objective of this work is to present a discussion, starting with the problematization of differences between ;;new;; and ;;old;; actors and institutions of the Northeast Region, the problem of territoriality and citizenship in the country, incorporating it as a spatial question that can be worked out through geography.
