ResumoThe absence of urban planning in Sao Paulo City contributed to destroy most vegetal covering, due to irregular settlementseven in protected areas. These green areas are regulators of environmental balance with a direct interference in the population qualityof life. By means of a bibliographic and documental survey and also an interview with the Consultative Council of an EnvironmentalProtection Area of the east zone of Sao Paulo, this study investigated the problems and analyzed the actions of the Consultative Counciland the other social actors concerned, as well as the purposes and the actions undertaken for solving the detected problems.
