There are many problems in the current software cost estimation tools,including not enough supporting algorithm,closed algorithm,not enough supporting modeling and so on.An optimal weighting algorithm InCoME is presented,and InCoME software cost estimation tool is developed by RCP frame,JAVA,HSQLDB.It implements not only the modules of cost driver management, supporting integer modules,module calibration and accuracy analysis but also the function of basing on uncertainty and risk analysis capabilities. It solves the problems which are many domestic companies need the cost estimation software and these mentioned above.
