ResumoThe recycling society is a socio-economic model which contributes to the global realization of the sustainable development of economy,society and environment.Developed countries have payed a lot of attention to the legislation on recycling community.Especially Japan,an economically developed country without natural resources,has made laws and regulations on recycling community in different levels,such as a basic law,a general law and the specific laws,and so on.The characteristics of waste management system aiming at a recycling society in Japan were analyzed in this paper.The successful experience of Japan was also been refereed and the suggestions to building up the laws of the under controlled of environment pollution and the waste management system for China was putout.
