ResumoExplicit quality criteria are now an established tool for assessing and monitoring the process of health care. In spite of their almost univer? sal use, however, much about the formulation of the criteria is poorly understood. This paper is part of a larger effort to study and assess the criteria themselves, so that they can be understood more fully and, as a result, im? proved.1 Since explicit criteria more precisely and concretely represent our more general con? cepts of quality, it is necessary to clarify the general concepts if the criteria are to be as? sessed properly.2 In this regard, I shall assume that the process of health care has two major components: One is the relationship between the client and the practitioner.
