O ator Santa Sé na política internacional moderna

Resumo

A Santa Se de natureza religiosa e humanitaria antecede por mais de quinze seculos o aparecimento do Estado Moderno, Tratado de Vestfalia 1648. O Estado da Cidade do Vaticano e a pessoa juridica internacional publica, surgindo do Acordo de Latrao, um acordo bilateral assinado pela Santa Se e o Estado Italiano. O direito de legacao da Santa Se possui reconhecimento pleno na ordem internacional, ocorrido no Congresso de Viena (1815) ao se atribuir aos nuncios o decanato do corpo diplomatico. Sua personalidade e reconhecida pela quase unanimidade dos Estados da atualidade seja estes de maioria catolica ou nao catolica. Constitui-se assim como problematica a ser respondida por esta pesquisa como a Santa Se atua no Sistema Internacional desde a assinatura do Tratado de Latrao em 1929, no que tange a sua sobrevivencia como Estado soberano em um Sistema Internacional Anarquico. Palavras-chave: Vaticano, Politica, Santa Se, Papa Abstract The Holy See as religious and humanitarian nature precedes by more than fifteen centuries the emergence of the modern state, the Treaty of Westphalia in 1648. The State of Vatican City is the public international legal personality, arising from the Lateran Agreement, a bilateral agreement signed by the Holy See and the Italian State. The right of legation to the Holy See has full recognition in the international order, which took place at the Congress of Vienna (1815) to be attributed to the nuncios as Dean of the diplomatic corps. His personality is almost unanimously recognized by the states of these today is mostly Roman Catholic or not Catholic. It is thus problematic as to be answered by this research serves as the Holy See in the International System since the signing of the Lateran Treaty in 1929, when it comes to their survival as a sovereign state in Anarchic International System.
