ResumoRomanian Abstract: In România exista 6 milioane de vehicule motorizate, din care 4,7 milioane sunt autoturisme, iar restul sunt autoutilitare, ceea ce inseamna ca parcul auto naţional are un autovehicul la 4,4 locuitori.Ritmul dezvoltarii sistemului rutier si sporirea complexitaţii acestuia impun autoritaţilor focusarea atenţiei asupra cresterii gradului de siguranţa pe drumurile publice.Situaţia incidenţei accidentelor rutiere, dar si a persoanelor grav ranite, este cauzata de cresterea parcului auto si a numarului posesorilor de permis de conducere.Siguranţa rutiera constituie o problema importanta la nivelul intregii tari.Principalele obiective care trebuie avute in vedere la armonizarea legislaţiei sunt cele care protejeaza viaţa, cresc gradul de securitate al cetatenilor, sporesc siguranţa rutiera si a transporturilor.Transportul persoanelor necesita masuri speciale astfel incât calatoria cu mijloacele de transport sa se desfasoare in condiţii de siguranţa deplina.Cu toate acestea, aproape in toata tara sunt persoane fizice care efectueaza transport public de persoane, cu autovehiculele personale, contra cost, fara sa detina autorizatie taxi, sau, dupa caz, autorizatie speciala in acest sens, incalcând toate normele legale.Clientela se imparte in doua mari categorii: persoane care fac naveta zilnic, saptamânal sau la diferite intervale de timp (acestia au cea mai mare pondere) si turistii.Având in vedere clientela acestor transportatori, autoritaţile publice ar trebui sa se implice in dezvoltarea sistemului de transport in comun prin aducerea unor investitori care sa satisfaca nevoile acestor utilizatori.English Abstract: In Romania there are 6 million vehicles: 4.7 million are cars, and the rest are vans, which means there is a vehicle for each 4.4 people.The development pace of the road system and the increasing complexity require that the authorities focus their attention on road safety. The situation of road accidents and people that get seriously injured is due to increased fleet and the number of driver license holders.Road safety is a serious problem throughout the country.The main objectives to be considered in harmonizing legislation are those that protect life, increase the security of citizens, increased road safety and transport.The transport of people requires special measures so that traveling by public transportation takes place in complete safety.However, there are individuals performing public transportation with private cars all over the country, who ask for money, without having taxi authorization, or, where law requires, special authorization to do so, violating all legal norms.Clients are divided into two categories: people commuting daily, weekly or at different time intervals (they are the most common) and tourists.Given the type of clients for these operators, public authorities should be involved in the development of transport by bringing new investors to meet the needs of these users.
