The present study attempts to identify and analyze the mechanisms and resources used by the Pernambuco Fire Department (Firefighters), in the context of its Strategic Plan, on how was the elaboration, preparation and execution of the "Lives Rescue Project" under the responsibility of the Pre-Hospitalar Life Support Service (GBAPH), as well as evaluate the results of the targets set by the "Pact for Life" Program of the Government of the State of Pernambuco, monitored by the Management of Criminal Statistics and Analysis Management Sector of the Pernambuco Social Defense Department (GACE-SDS) .Strategic Planning in our times is a fundamental tool in the management of public assets, providing to the public administrator, in its decision-making processes in the search for more effective and competitive results, the necessary resources for success.In this management process, it becomes crucial the observation of the main concepts of management by the leaders, which are: planning, strategy, competitiveness and strategic diagnosis.Relating Strategic Planning to the decision process of a public organization, we understand that managers need to overcome obstacles and break corporate addictions of outdated and inflexible leaders that are based on experiences and inappropriate concepts to modern management and can directly influence the results.This paper also analyzes how public administration has been following the process of adaptation to this management tool and, as a Case Study, presents a possibility to extract from their interactions practical results acquired by the public entity experience of private organizations.
