ResumoIn this paper I will discuss the role of the researcher in Government, the climate in Government today and as it was years ago, and a little bit about the system of exploiting patents belonging to the Government. All of the ideas that I express in this paper are strictly my own and do not necessarily represent the thoughts or policies of the management of the National Bureau of Standards or any other Government agency. I think our large organizations are getting too large; I think they are too rational; and I think they are managed by the wrong people.
