O texto aborda a predominância da logica especulativa no processo de globalizacao financeira. Trata dos instrumentos e dos varios atores envolvidos na ascencao das financas especulativas, observando com maior atencao as experiencias da Franca e dos Novos Paises Industrializados da Asia e da America Latina. Finalmente, propoe uma reelaboracao das concepcoes das politicas publicas tendo em vista as mudancas nas financas internacionais. Abstract This paper approaches the increasing role of speculative logic in the process of financial globalisation. Instruments and actors involved with the mounting position of speculative finance are dealt with. The particular experiences of France and Asian and Latin American Newly Industrializing Countries are used as illustrations. Finally, the author proposes a re-evaluation of public policies, at the light of current changes in international finance. Key-words: Financial globalisation. Speculative finance.
