The general objective of the INIS and its implementation are desc r lbed, One essential characte ristic of the system is its decentralised nature in the matter of input preparation. As a result a great degree of agreement is necessary regarding scope of subjects to be covered. bibliographic description. preparation of abstracts. indexing. vocabulary. etc. The paper describes the methodology to be followed in input preparation keeping in view the above desiderata.
