ResumoPortuguese Abstarct: A Caixa Economica Federal (CEF) passou gradativamente a atuar como braco operacional do governo federal na efetivacao das politicas publicas. O surgimento dessa atividade peculiar, nao tipicamente financeira\bancaria, esta intimamente relacionada ao esforco do Estado para produzir respostas capazes de enfrentar os desafios advindos das constantes e profundas transformacoes socioeconomicas que marcam o pos Constituicao de 1988. A atuacao da empresa na atividade economica tem se fundamentado na realizacao de um duplo interesse coletivo, com uma funcao social economica e outra eminentemente social. Essa inovadora forma de prestacao de servicos publicos tem permitido a superacao da cultura patrimonialista e incorporado importantes valores da visao gerencial sem abdicar do controle publico sobre a operacionalizacao das politicas, balizando-se pela consecucao dos objetivos Constitucionais de forma a assegurar a centralidade dos direitos individuais e sociais, afastando a atuacao da administracao publica dos desvios de modelos baseados principalmente no interesse economico privado. English Abstract: The Caixa Economica Federal gradually began to act as the operating arm of the federal government in the execution of public policies. The emergence of this specific activity, which is not typically financial/banking related, is closely related to the efforts of the State to produce responses capable of facing the challenges arising from the constant and profound socioeconomic changes that mark the post-1988 Constitution period. The company’s operations in economic activity have been based on the achievement of a double collective interest; one with an economic and social function, the other eminently social. This innovative form of provision of public services has enabled an overcoming of the culture of property and incorporated important values of managerial vision, without abdicating public control over the implementation of policies, supported by the achievement of the Constitutional objectives,to ensure the centrality of individual and social rights, moving the public administration away from the challenges of models based mainly on private economic interests.
