When he came to power Vladimir Putin promised to eliminate the oligarchs as a class . While a number of magnates, considered as hostile to the new power, have been forced to leave Russia under judicial pressure, the weight of about twenty financial and industrial groups has kept increasing, according to the World Bank. Last July, the country's attention was focused on the fate of the richest man in Russia, Mikhail Khodorkovski, the former boss of Yukos, an oil company under threat of bankruptcy due to the insisting demands of the Russian revenue service. The Yukos case has become a symbol of Putin's battle to impose his authority to the magnates of the economy. But by acting in an arbitrary manner, the master of the Kremlin could provoke a backlash on the eve of the elections of 2007 and 2008, and jeopardize the chances of establishing a climate favorable to investments in Russia.
