ResumoSocial policies are usually planned by central governments and implemented by local governments. In recent years, the decentralization of social policies has come into prominence. Because local governments can determine the problem of the people and easily reach and solve them. Municipalities provide basic city services, but people want municipality to interest in their social problems. A social municipality not only works for services but also works on social problems of the people. In this paper, what a social municipality has been investigated. The municipality needs more fund to solve the social problems and central government must help the municipalities more in this aspect. In the first part of the article, what do social policy and local government mean and history of them are described. In the second part of the article, local government and its duty in law have been examined. In the third part of the article, the relation between the municipality and social policy has been analyzed. In the last part, social municipality applications in Pendik that is an important district of Istanbul has been studied.
