ResumoAfter two decades of creation of water management policies in the State of São Paulo and in Brazil there are still barriers to its effectiveness as a water security tool.This paper aims to reflect on the functioning of the water management system with an emphasis on decentralization and the role of civil society in the watershed committees.The methodology is supported in the literature review, discussion of legislation and the authors' experience in Sorocaba River and Middle Tiete watershed committee (CBHSMT).The paper indicates some barriers in the functioning of the system especially in representativeness and the autonomy of the Committees.The conclusion is that despite the difficulties and obstacles in the functioning of river basin committees are still important spaces for popular participation.
