Drawing on the analysis of national and global historical conjuncture, the present study aims at understanding the general strike process by municipal public servants in the city of Rio de Janeiro in response to the political actions of local governments. In addition to that, it investigates if such governments have become precursors of the neoliberal policy in Rio de Janeiro as well as the resistance actions implemented by these public sector employees were able either to prevent or to hold back this process from continuing.
