ResumoThe brief first government of Miguel Arraes in Pernambuco (1963-1964) - interrupted by the military coup of 1964 - was marked by the expansion and strengthening of rural workers’ unions. The present paper focuses on exploring how the government fomented the consolidation of these spaces as an alternative of being present in the debates regarding the problems faced by rural populations in Brazil. In a context strongly marked by the presence and action of Peasant Leagues, Arraes had to find forms to print your performance marks in the field. The application of Estatuto do Trabalhador Rural, dated of the first months in 1963, consolidated as one the main references of this action. By expanding the rural workers’ unions and the access of rights in the countryside, the state government amplified the demand channels, creating the “right to claim” by a group that was historically devoid of this condition.
