Resumo

Against the backdrop of the constitutional amendment that has frozen public social spending for the next twenty years, the essay assesses the redistributive experiment that took place in Brazil between 2004 and 2014, in terms of reach and loopholes as well as remote origins in the 1988 Constitution.
