ResumoThe State of Rondonia consists of territories of heterogeneous characteristics. The article aims to analyze the rural development of the State in the face of local economic traditions through the Programa Territorios da Cidadania (PTC) [Territory Citizenship Program] in the Central and Madeira Mamore Territories, a policy implemented by the Government Through the Secretaria de Desenvolvimento Territorial (SDT) [Secretariat for Territorial Development] and the Ministerio do Desenvolvimento Agrario (MDA) [Ministry of Agrarian Development]. The method adopted was the dialectic in a historical and qualitative approach. Bringing as problematic: when cutting the region to define the territories, the PTC considered the economic, environmental and socio-political diversities? For implementation of the program the government was based on the Plano Territorial para o Desenvolvimento Rural Sustentavel (PTDRS) [Territorial Plan for Sustainable Rural Development]. It was verified that, in the execution of the PTC in both territories, there were failures in the application of the methodology of the plan, which in a way led to the interests of the public agencies and that, often, are different from the effective needs of the population.
