The present document deals with a real and urgent reading that is made to a great social and labor problem in Antioquia, as it is the mining in the small and medium miner. The focus is initially on a broad quantitative analysis of resources in Colombia, based on the study of the national, regional and local regulations; what generates behaviors and situations before which, the levels of mining production in Colombia must be adjusted from the normative and coercibility aspect. In addition, it is possible to identify the high social content of the National Mining Plan (mining strategies in Colombia until 2019), where the social concept must be associated with the mining concept, keeping them united within the same Mining Development Plan.
