ResumoIn the literature on Foreign Policy Analysis, there is a flourishing debate on whether the administration of the Workers’ Party represented a discontinuity in Brazil’s foreign policy. By examining how food security was allocated in the external agenda, this paper claims that the rise of the Workers’ Party did represented a rupture. Secondly, that social gains in reducing hunger were used as a tool to boost Brazil’s soft power.
