Portuguese Abstract: O artigo esta dividido em quatro partes. Na primeira e feita breve definicao doutrinaria sobre o conceito de “corrupcao”, sendo tambem apresentados os resultados de uma pesquisa sobre a percepcao da corrupcao entre os habitantes do Distrito Federal. Na segunda parte apresenta-se a Lei de acesso a informacao como o principal mecanismo atualmente existente para o combate a corrupcao por parte do cidadao, buscando-se mostrar que a lei e ineficaz neste combate devido a aspectos socioeconomicos que interferem em sua concretizacao. Na terceira parte e feita uma analise do conceito de cidadania no Brasil, mostrando-se que a atual estrutura constitucional de direitos politicos e insuficiente para o controle do Estado por parte do cidadao devido a fragmentacao politica atualmente existente na res publica brasileira. Na quarta parte apresenta-se o conceito de cidadania ativa, bem como as maneiras pelas quais tal conceito, se efetivamente implementado com a atribuicao de direitos e deveres aos cidadaos na esfera das politicas publicas, pode auxiliar no combate a corrupcao.English Abstract: The article is divided into four parts. The first section brings a brief doctrinal definition of the concept of “corruption”, and it’s also presented the results of a survey on the perception of corruption among the inhabitants of the Federal District. The second part presents the Law of access to information as the main currently existing mechanism to combat corruption by the citizen, aiming to show that the law is ineffective in fighting corruption due to socioeconomic factors that interfere in its implementation. The third section brings an analysis of the concept of citizenship in Brazil, where it’s shown that the current constitutional structure of political rights is insufficient for the control of the state by the citizen due to the currently existing political fragmentation in the Brazilian res publica. The fourth section presents the concept of active citizenship and the ways in which such a concept, if effectively implemented with the allocation of rights and obligations to citizens in the sphere of public policies, may help fighting corruption.
