Study on Total-Factor Energy Efficiency in Three Provinces of Northeast China Based on SBM Model

Resumo

In this paper, the slack based measurment(SBM) model is used to calculate the Total-Factor Energy Efficiency (TFEE) of each prefecture-level city of three northeastern provinces with and without considering undesired output, and we analyzes the difference between the two types of efficiencies. When calculating the efficiency of considering undesired outputs, effluent and SO2 are used as indicators of undesired output, and the weights of the two undesired output indicators are set according to the funds used to control effluent and exhaust gas in each province. The results as follows: in the three northeastern provinces, the gap of TFEE in all prefecture-level cities is very large; TFEE of Fushun, Qitaihe, Yingkou, and Benxi are lowest; cities like Yingkou, Hegang, Panjin and Jinzhou show that their environmental pollution is relatively serious compared to other prefecture-level cities in the three provinces of the northeast China.
