O HAITI E SUAS MIGRAÇÕES

Resumo

RESUMO: Este artigo aborda as migracoes haitianas ao longo da historia, baseando-se apenas nos grandes fluxos para/ou do Haiti. De um pais particularmente marcado pela imigracao antes de sua independencia, o Haiti se transforma num pais que registra muito mais saidas de pessoas para viver fora do pais do que chegadas em territorio nacional. Entre os principais destinos dos grandes fluxos da emigracao haitiana, o Brasil aparece como o mais recente, tendo recebendo haitianos com base numa politica exclusiva de acolhimento institucional (humanitaria) vigente de janeiro de 2012 a outubro de 2017. Diante disso, o texto se detem sobre as Resolucoes N° 97/12 e N° 08/06, acionadas por razoes humanitarias, levantando questoes acerca das condicoes de existencia e de permanencia de haitianos no Brasil ao longo dos ultimos oito anos. PALAVRAS-CHAVE: Migracoes do Haiti; Brasil e os haitianos; Condicoes de existencia; Permanencia ABSTRACT: This article addresses Haitian migrations throughout history, discussing mainly the four largest flows of immigrants leaving or coming to Haiti. From a country particularly marked by immigration before its independence, Haiti became since then a country that registers a larger outflow of people from the country than arrivals. Among the main destinations of these larger outflows of Haitians, Brazil becomes their latest main destination, continuing to receive Haitians on the basis of a policy of exclusive institutional (humanitarian) reception which ran from January 2012 to October 2017. In this regard, this article reflects on Resolutions No. 97/12 and No. 08/06, mobilized for humanitarian reasons, raising questions about the conditions of existence and permanence of Haitians in Brazil over the last eight years.
