Resumo

In the state of Bahia, important initiatives for the consolidation of science, technology and innovation have been identified on a study about the actions of the Secretary for Science, Technology and Innovation (SECTI/BA) from 2005 to 2010. Since the regularity and continuity of such actions is a sine qua non for the strengthening of an innovation system, the present study aims to identify and evaluate the tools in support of technological innovation in the state of Bahia through the actions of the SECTI/BA, from the period between 2005 (year of the regulation of the federal Law of Innovation) until 2014 and verify whether the aforementioned actions have been maintained, and whether there have been any increase to the investments and its results in Science, technology and innovation in the state. Analyzing the quantitative indicators related to the efforts and field related results in comparison to the results at a national sphere, it has been noticed that they have not accompanied the growth verified by the federal government. Moreover, such investments have not been reflected by indicators such as publications and patent registers. In respect to actions from SECTI/BA, it has been demonstrated that there has been some progress in quantity and diversity of initiatives in support of innovation, and that part of them are conceived under the conception of a systemic model of innovation, with spatially delimitated effects and they start to show some regularity. However, these still appear not well articulated, which demonstrates the need for the implementation of more consistent politic action, which reflect commitment from the state, and not only from the national government.
