European affairs are marked by a recognized effort to affirm the European Union as a credible and influential international political actor. This effort translates into a growing role in crisis management under the so-called Security and Defense Policy (ESDP). Against this unprecedented background, the year in which three decades have elapsed after Portugal's application for membership of the European Community (EC), and in which the country assumes, for the third time, the Presidency of the EU, it seems to be a pertinent pretext to scrutinize the national participation in the dynamics that drive the consolidation of the ESDP. This is, therefore, the scope of this paper which will seek to highlight Portugal's involvement in the ongoing process of institutionalization and capacity building of the ESDP, as well as to critically discuss its meaning and implications. Resumo A atualidade europeia e marcada por um reconhecido esforco de afirmacao da Uniao Europeia como ator politico internacional credivel e influente. Tal esforco tem traducao no desempenho de um papel crescente no dominio da gestao de crises, no âmbito da chamada Politica de Seguranca e Defesa (PESD). Sob este pano de fundo inedito, o ano em que decorrem tres decadas apos o pedido de adesao de Portugal a Comunidade Europeia (CE) e em que este pais assume, pela terceira, a Presidencia da UR, afigura-se um pretexto pertinente para escrutinar e aferir a participacao nacional nas dinâmicas que animam a consolidacao da PESD. Este e, pois, o escopo do presente artigo que procurara conferir relevo ao envolvimento de Portugal no processo de institucionalizacao e capacitacao da PESD em curso, assim como discutir criticamente o seu significado e implicacoes.
