Resumo

The objective of this article is to analyze the extent to which bilateral and multilateral energy trade agreements between Brazil and Argentina, Bolivia, Paraguay, Uruguay and Venezuela occur; to analyze if these are effectively conductors of public energy policies and what the role of these policies in enabling energy integration between these countries.The analysis of the policies adopted between the negotiations intends to highlight the crucial role of Brazil in this process of energy integration among the countries involved.The hypothesis developed is that there are two levels of bi and multinational treaties, a more general level where cooperation 'efforts' are planned in a variety of areas, including energy production.Another level of agreement based on the definition of exploration of some energy potential that implies cooperation is to make feasible the enterprise, or to overcome sensitive political conflicts.Through these two hypotheses, it is intended to question two points regarding bi or multinational agreements: a) Are the agreements established in a strategic way that enable or anticipate joint cooperation actions?And b) Or, on the other hand, the agreements are made after planning specific actions of production or distribution of energy?
