ResumoNew concept of national security of the Russian Federation is based on two premises. One pertains the stabilization of the internal situation in the economic, political, security and spiritual domains. The negative ramifications of the economic situation on the security of Russia are to be eliminated by the improvement of the economic status of population, by combating the corruption and economic criminal violations, by the legislative regulation of the process of economic reforms, and by the scientific-technical innovation of development of economy. Political situation in society influences the status of national security of the country via stabilization of democratic processes in society, combating the political forms of separatism, and stabilization of all branches of administration, judicial system and legislation. In the spiritual domain of Russian society is necessary to stabilize those Russian civilization values that can contribute to the maintenance of national security. The situation in the Russian Army, which can be characterized as alarming one because of the lack of funds for maintenance of the Army personnel, also because of inability of the state to equip the Army with modern armaments and military equipment, and because of the need for reforming the Army, and the like, also adversely reflects on the national security. The other premise pertains the status of relations inside the international community, and position of Russia in new international relations. The new concept of security starts from the assessment that the situation is complex because of the trend of the countries of the West and the USA to dictate the direction of development of international relations, and thus to prevent the creation of a multipolar world, in which Russia sees its opportunity and chances for the Russian state, because in the situation of globalization and multipolar world all countries would have opportunity to influence the creation of new international relations. Russia is, however, aware of its limitations in international relations and considers this fact an unfavorable element negatively affecting the status of its national security. In order to protect its national security and security of its allies Russia is, after the exhaustion of all political measures, redy even to resort to the use of its nuclear weapons.
